Non-Tolled Solutions

The Mobility Authority is more than toll roads. We're reinvesting in the region with non-tolled improvements and expedited projects through interlocal agreements.

The Barton Skyway Ramp Relief Project was the Mobility Authority’s first non-tolled roadway project fully funded by the agency.  

Southbound MoPac between Bee Cave Road and Loop 360 had been plagued by bottlenecks with drivers merging and crossing lanes to exit. The Barton Skyway Ramp Relief Project added pavement and reconfigured the ramps in the area to allow drivers more time and space to merge and travel to their destinations. The entrance ramps from Bee Cave Road and Barton Skyway now feed into a new through lane, and drivers entering from Barton Skyway now have more space to accelerate before merging onto MoPac. Additionally, the left lane has become an Exit Only lane to southbound Loop 360/Capital of Texas Highway with a separate third through lane continuing on southbound MoPac. Map showing location and details of the Barton Skyway Ramp Relief

Improvements 

The project improvements included: 

  • Southbound auxiliary lane from Barton Skyway to Loop 360 
  • Acceleration lane for the southbound Barton Skyway entrance ramp 
  • Three dedicated through-traffic lanes at Loop 360 
  • Dedicated left lane exit ramp for southbound Loop 360

Part of Travis County’s Captial Improvement Program, Travis County enlisted the services of the Mobility Authority to expedite delivery of the County Line Road Project. Completed in 2024, the undersized culvert and adjacent structures on County Line Road at Elm Creek were replaced to address stream crossing and drainage concerns.
Part of Travis County’s Captial Improvement Program, Travis County enlisted the services of the Mobility Authority to expedite delivery of the Elroy Road Project. Completed early 2022, a 1.12-mile section of Elroy Road from McAngus Road to Kellam Road was reconstructed from a two-lane road to a five-lane road with a continuous center turn lane, bike lanes, and sidewalks.
Recognizing the Mobility Authority’s ability to expedite construction, Travis County partnered with the agency to construct this 2-mile, non-tolled rural road between Pearce Lane and SH 71 in southeastern Travis County. The project was completed in 15 months and $2.5 million under budget in 2015.
